I found this monograph to be an interesting case study of just what the great Soviet evacuation, in the face of the German invasion, looked like in actual practice; focusing on the city of Kirov. Holmes is of several minds regarding this. On one hand, he is not buying the triumphalism that has attached itself to this epic disaster, as the Soviet regime did itself no favors by its previous domestic behavior. On the other hand, Holmes also notes that most governments have made a hash of coping with epic disaster, invoking Washington's initial response to Hurricane Katrina as a salient example. One might also invoke more recent disasters. Besides the sheer struggle to cope, Holmes also notes that just because the Russian population had to pull together, it doesn't mean that they had to be happy about it; for all Moscow's pretentions to total control, this didn't prevent the officialdom of Kirov from picking an argument when they felt as though they were being unreasonably steam-rollered. This push and pull organizational conflict also makes up a good bit of this study.… (mehr)
