- Born in the Netherlands, Dave moved to Canada with his family in 1967, aged 10. Thereafter, he made Canada his permanent home, apart from a few years working in England and studying in the United States. Initially he imagined becoming a diplomat, but he later said that service in the military reserves cured him of wanting to work for government. Instead of diplomacy, Dave entered the world of finance, working for a Swedish bank in London, England. Still, his interest in diplomacy never wavered and the subject became one of the central themes of his academic study. In 1990, aged 33, he abandoned banking and undertook a PhD in Russian history at Yale.
