Are these woes directed to specific teachings by the Pharisees and scribes? If so what are the teachings.
Or perhaps the woes are directed to actual practice that differs from teaching or differs from what should have priority. If so, then might the woes be applicable to the modern Church.
I take scribes and Pharisees to be basically the same group of people.

I take it that most scribes were also
Pharisees, but most Pharisees were
not scribes; Pharisee was a wider umbrella;
being a scribe was a
specialty with an expertise in Law. Of
course the evangelists may have used
the word "Scribe" loosely, so that youʻre
right: the same group is indicated.
