Hi all, this is the first time I’m posting because I’ve been too intimidated.
I read this book when I was ~8 in ~1999 and I believe it was fairly new. Not sure if this is off topic but it was a small book (novella?) rather than a picture book.
It was from the perspective of a young cat who I believe to be male. I don’t recall exactly how it started but at some point he is outside in the rain and gets found by a young married couple. The cat thinks they are very friendly and I remember they used their fresh-new towels that they received as a wedding present to clean him up.
I do apologize that I don’t recall much else. Thank you!

Maybe Socks by Beverly Cleary? It's a bit older than what you were thinking though.
The couple are newlyweds when they adopt Socks and then go on to have a baby. It's a really funny book.
