A supposedly reformed Norman Osborn is revamping the Thunderbolts team to something that better suits his needs, while being tasked to help hunt down unregistered super heroes. Great character moments, fun dialogue, and one of the better uses of the Civil War event backdrop I've encountered in that it never requires the reader to have read any of the event itself, and yet the book capitalizes greatly on the change it makes in the Marvel status quo. I would have liked a slightly deeper or more complex storyline, and I'm not that crazy about the "everyone loses it because of telepaths" premise for the second arc (though it is a well executed take on the trope), but I realise a certain amount of pages has to be spent on big noisy action sequences.
