Rex Stout, who vby the time World War 2 arrived would be a fervent interventionist and head of a wra propaganda board, wrote this a few years earlier from a strong isolationist viewpoint. In the midst of a political crisis involving two separate major wars, the president of the U.S. vanishes. A faithful aide goes through various adventures trying to find and release him, only to discover the supposed kidnapping was a setup arranged by the president himself, who reappears to offer an elaborate plan designed to keep the U.S. out of foreign wars, a plan closely resembling the actual Neutrality Acts of the next few years.
