Excerpt from Supplementary Code of Fair Competition for the Highway Contractors Industry (a Subdivision of the General Contractors Division of the Construction Industry): As Approved on March 16, 1935 by President RooseveltThere are approximately 115 classifications Of labor employed on highway construction included in this Subdivision. In general the workmen can be subdivided into three classifications, unskilled, semi-skilled, and Skilled. However, no data are as yet available as to the number Of proportions in each classification. A further factor that makes determination Of total actual employment difficult in this Subdivision of the Industry is the effect Of weather on actual work ing time. Wage scales vary from area to area for each classification of work, consequently it is difficult to give a comprehensive general picture without a detailed study being made. This Subdivisional Code however, was drafted for administrative purposes.
