In truth, the Monroe Doctrine is that most dangerous of policies: it is reasonably firm in its assertion that any European action within South America would bring forth the displeasure of America. When, however, we turn to America's attitude to European conflict the wording becomes much more vague: America won't involve itself in European politics... unless it considers it necessary, or advisable. That's a bit like me saying that I shall never eat again... unless it is necessary, or I feel like it!!!
The doctrine says little, but can be taken to mean much. ( )
