It's a lot of buzzwords, even some action but nothing really moves on, makes you interested.
When Stross has to write "she showed a quirky sense of humour" that was the end for me. Why not let her tell a joke show that humour? No, he can't do that, he has no humour. He has to write it like this and hope the reader will be entertained. It doesn't work.
What he has, and lots of it and in detail, is shitty propagandistic buzzwords and probably that's working for some readers who only want to hear theor own opinions being spewed back to them in a reenforcement loop. ( )
