This book works best as an organizational case study of service politics in minor powers, as while there was little reason for the Israel to maintain anything more than a coastal defense force, this did not prevent the leadership of the Israeli navy from concocting missions that required a high-seas capability. That the author seems a bit acerbic over the whole issue adds to the readability of this monograph.
