Found: I think it had Conspiracy in it's name

Sorry if the details sound like gibberish, but at this point this really is all I can recall about the book: They mentioned Bliss beetles, and how they're deadly, in the book it states NOBODY has seen them because you die from hearing them. The main character grew up believing pirates were these amazing and beautiful people. her sister's some kind of special person who can force out of body experiences and travel around the world that way, there's a LOT of people like the sister, but most or all mysteriously died EXCEPT the sister, leading people to believe she had something to do with it. I know that the main character also got a tattoo, the man who was doing the job asked if she was sure, because the tattoo would be a permanent reminder that she went out to kill someone. PLEASE help, I've been looking for this book for years but no matter how many times I put the details in a search engine, it all goes back to actual conspiracies.
