450 pages about business cards? Yes, and it's worth reading. Grant explains what you're trying to achieve and what tactics work. A lot of the concepts are extensible to other forms of personal branding. I'd read the newer release. The 1998 version is dated. E-mail was just then emerging and this first edition puts more emphasis on fax numbers.
