The deontological condition is or ought to be or become one in which the optimal social consequence ensues, that any national or regional constitution should be grounded in a priori reason so that all peoples can peaceably live well together under its laws, its justification for being or becoming which it ought to become, rather than any constituent's accepting a priori a RULE on the basis that the rule's advocates have previously fared well UNDER that set of terms and conditions.
