What was special about Koizumi's diplomacy? How was he able to by-pass the bureaucracies to create special hand-crafted (tezukuri) diplomacy? This book examines these questions.

The book looks at how Prime Minister Koizumi Junichiro was able to centralize diplomacy in the office of the prime minister during the early to mid 2000s. This diplomacy was made possible by several reforms during the 90s and 2000s: the 1994 electoral changes, the 1999 political changes, and the 2001 central government reforms strengthened the Cabinet Secretariat.

The author’s research strategy includes interviews with three former prime ministers and a number of chief cabinet secretaries (CCS), extensive study of the events, and concludes with some impressive theory-building, which expands on existing theories of prime minsterial power and critiques other explanations.

Along with Professor Shinoda's other works on the Japanese prime minister, this book rightly deserves to be called a class.
