I can't add electronic books to my librarary so how can I do reviews of them?

You cannot review a book that is not in your library.

But there is nothing I am aware of that prevents you from adding electronic books to your library. I've done it.

I've played fast and loose when adding them, since I'm not particular about accuracy. Whatever cover, edition, etc - so long as it's the right title and author for what I've read.

Actually, I can't put electronic books in my library because our library doesn't take electronic books. We don't even have a computer in our library.

Forgive me, as I don't understand your question. You want to review books you don't own and won't put in your library? Why?

Maybe we're using different definitions of "library". You seem to be talking about a real physical library that has an address. We're talking about the virtual library here on the Librarything web site that lists any books you care to add to your account. There is nothing to prevent you from listing a book here in your LibraryThing library under your account name that you don't actually have a physical copy of (or that your real physical library doesn't have a copy of.)

I've added books I'd like to own to my library marked wish-list. I think and hope this is ok, and I believe I could write a review on the book page-if for example I got a copy at the library. I presume it's not kosher to paraphrase someone else's review. There is a small book discussion group that seems a good place for reviews as well as discussion.

You are quite right that it’s not correct to paraphrase another person’s review.

I have a collection called “Read but not owned”. If I’ve taken a book from the library, or borrowed it from a friend, I can put it in that collection and review it.

Having a Wish List collection is fine; in fact, it’s a pre-defined collection:

Read but unowned is also one of the default collections.
