Why do you think Karl went to Moscow after finding the boat?

He had been employed by the Uzbekistn government when he was killed. When he found the boat he probably needed to report it to someone in Moscow, With his degrees he may also have been asked to figure out how the boat got into the Arel Sea in the first place.
