Under contract to the NSF, the Aerospace Corporation performed the first Mission Analysis for Solar Thermal Electric Power Plants in 1973-74 (Reference 1 and 2). That Mission Analysis was first restricted to the investigation of the design and operation of such systems in Southern California and then in the Southwestern region of the United States. It was concluded from that analysis that systems of the Central Receiver type would be the most cost effective and that they could be designed to economically compete with oil-fired intermediate cycling units which typically operate with capacity factors in the range of 0.3 to 0.5. The corresponding optimum Solar Thermal Electric Plant (STEP) had a heliostat field size of 1.0 km for a 100 MWe STEP nameplate rating and the equivalent of six hours of storage output cap-ability at l 00 MWe. This optimum was based on minimizing the estimated busbar energy cost (mills/kWh) while maintaining a capacity factor capability in the intermediate range.
